BUILDING DIGITAL COMPANIES
The favourable provisions for digital adoption set out in the 2020 Budget denotes the government is actively encouraging more local businesses to move rapidly into the technology sphere.
The Government will provide a 50% matching grant of up to RM5,000 per company for the subscription of the above services. This matching grant will be worth RM500 million over 5 years, limited to the first 100,000 SMEs applying to digitalise their business operation..
Strategic Collaboration Efforts
The government through Ministry of Finance (MOF) is working together with Bank Simpanan Nasional, SME Bank and Malaysia Digital Economy Corporation (MDEC) in managing the grant to eligible Small & Medium Enterprises (SMEs) to adopt digitalisation in daily operations.

APPLICATION FOR SME BUSINESS DIGITALISATION GRANT
Introduction
- SME business digitalisation grant was announced by the Ministry of Finance under the 2020 Budget to support SMEs to adopt digitalisation measures for their operations.

SMEs Eligibility
- The company is at least 60% owned by Malaysian.
- The company registered under the relevant laws of Malaysia
- The SME has been in operation for atleast one (1) year
- Company operation in one (1) year, company required to have a minimum annual sales turnover of RM 100,000
- Company operation > two(2) years, company required to have a minimum annual sales turnover of RM 50,000 (preceding two (2) consecutive years).

TSPs are Partners to National Digital Adoption Agenda
- Opportunity to be part of key digitalisation efforts by government as trusted partners
- Added advantage as part of TSPs overall offerings to potential customers
- A platform for TSPs to promote its capability via an umbrella promotional campaign
- Support from MDEC and partners on TSPs own awareness efforts
- Channel to share views and suggestions with regards to digitalisation to MDEC, BSN and SME Bank and MoF
Who is eligible to apply?
- Company incorporated under the laws of Malaysia;
- Must be at least 51% owned by Malaysians;
- Must have paid-up capital of at least RM50,000.00;
- Must have successfully deployed the digital solutions in any one of the 7 Digitalisation Areas; and
- Must have successfully deployed the digital solutions in any one or more of the 7 Digitalisation areas to at least 100 enterprises in total.
Important Announcement
Update of MSC malaysia Status Tax Incentive
Background
- We refer to the announcement by the Government of Malaysia on 12 June 2018, “Malaysia’s Commitment in International Tax Standard“, and the subsequent announcement by MDEC on 28 December 2018, titled “Important Update and Changes on MSC Malaysia BOG 5“.
- As stated in the aforesaid announcements, the identified tax incentives of Malaysia will need to be reviewed and amended to be consistent with the international standards, which also include the MSC Malaysia Bill of Guarantee (BOG) 5 (Tax Exemption).
- In accordance with the above exercise, the grant of MSC Malaysia Status and its incentives, including extension of income tax exemption period, or adding new MSC Malaysia Qualifying Activities, has been put on hold since 1 July 2018.
Changes to BOG 5 (Tax Exemption)
- Previously, the tax exemption for MSC Malaysia Status was granted for the income derived from MSC Malaysia Approved Activities. Moving forward, the tax exemption will be granted for income derived from either services activities (Services Incentive) and/or intellectual property (IP Incentive).
Status Update: Approval of MSC Malaysia Status Services Incentive (Non-IP)
- The MSC Malaysia Status Services Incentive has been approved by the Government and will be regulated under the new Income Tax (Exemption) (No. 10) Order 2018 [P.U.(A) 389/2018], which was gazetted on 31 December 2018.
- As for the MSC Malaysia Status IP Incentive, the policy is still under review process by the Government. MDEC will be releasing further information in due course.
Application of MSC Malaysia Status Services Incentive (Non-IP)
- Applications for MSC Malaysia Status Services Incentive can be made starting from 2nd April 2019.
